environmental innovationThe third SXSW Eco took place this past week in Austin. The mission of the annual conference is to bring together “thought leaders and decision makers” who are “working to solve the complex challenges facing civil society, the economy, and the natural world.”

Both the energy industry and environmental groups were represented. Numerous green tech and clean tech startup companies used the occasion to present their projects to a community of enthusiasts and investors. General attendees could choose from a full program of educational presentations and collaborative sessions designed to bolster and broaden the environmental movement. Continue reading

TCEQ proposes weakening surface water quality standards

environmental resourcesThe Texas Commission on Environmental Quality (TCEQ) has proposed revised surface water quality standards. The proposed rule language was published in the September 13, 2013 edition of the Texas Register. The revisions would create a new category for recreational waters, known as “primary contact recreation 2” (PCR2) that would permit weaker quality standards for surface waters with this classification. The term “primary contact recreation” would change to primary contact recreation 1 (PCR1).

The new rules would ensure that industrial cooling water areas are not subject to “[interference] with reasonable use of such waters. Proposed revisions also specify that numerical temperature criteria are not applicable in designated industrial cooling water areas” (§307.4). Continue reading

The end of coal? EPA announces carbon emission limits for new power plants

The Environmental Protection Agency has announced the first-ever carbon limits on new power plants in the United States. The move is an executive action as President Obama acts to bypass Congress. House Republicans have denounced CO2 limits as a “war on coal.” The new rule will not impact power plants currently in operation.

EPA administrator Gina McCarthy made the announcement during an address to the National Press Club on Friday in Washington. According to the New York Times, her proposal seeks to “limit new gas-fired power plants to 1,000 pounds of carbon dioxide emissions per megawatt hour and new coal plants to 1,100 pounds of carbon dioxide.”

Cleanup plan for Houston superfund site open for public comment

The EPA has extended the deadline for public comment on the South Cavalcade Street Superfund site in Houston, Texas until September 23, 2013. During this time period, the EPA invites interested parties to review the proposed cleanup plan and provide feedback. I decided to contribute by providing environmental information on the site’s history, contaminants, and remediation activities. Continue reading

ASTM E-1527 revisions open for public comment

 
Phase I ASTM E-1527The EPA has issued a Federal Register notice indicating that the proposed changes to ASTM 1527 are open for public comment until September 13, 2013. The revised standard (E1527-13) will be effective 90 days from the close of the public comments period, provided no adverse comments are submitted.

Interestingly, the proposed rule does not require the use of E1527-13. Instead, the rule allows either E1527-13, E1527-05, or E2247-08 standards to be selected as the regulatory guideline for following the All Appropriate Inquiries assessment. Continue reading
